She is tied to A Night To Remember and until Patch 1.5, Ysolda was entirely non-essential. I followed it and witnessed Alduin resurrecting another dragon, Vuljotnaak. I tried attacking Alduin but he fled.

I killed Vuljotnaak instead. Thank goodness. Ysolda only wants to buy the Sleeping Tree Sap. Nothing to do with Skooma.:). She pays 150 gold for each Sap.
